Community Projects Funding Disclosure
Fiscal Year 2025
Congresswoman Lee has submitted funding requests for important community projects in Nevada's Third Congressional District to the House Appropriations Committee. Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2025. In reviewing requests, our office only considered projects submitted by public or eligible non-profit entities, whose projects met committee eligibility requirements.
While our office has submitted these projects, there is no guarantee that they will ultimately be funded, as projects are restricted to a limited number of federal funding streams. Additional information on the rules governing fiscal year 2025 Community Project Funding is available here.
In compliance with House Rules and Committee requirements, Rep. Susie Lee has certified that she and her immediate family have no financial interest in any of the projects she has requested. This page will be updated with new projects through the final committee disclosure deadline on May 24, 2024.

Project Name: Catholic Charities Client Service Resource Building
Project Sponsor: City of Las Vegas

Project Explanation: This project will enable the City of Las Vegas, working in partnership with Catholic Charities of Southern Nevada (CCSN), to construct a new, two-story "Client Service Resource Building (CSRB)" that will add 12,430 square feet to the existing CCSN campus and will significantly increase the ability to serve the growing number of individuals and families who require their services. This newly constructed space will improve the ability to administer some of CCSN's integral programs, including Meals on Wheels which provides nutritionally balanced meals to homebound seniors, the Renewing Hope program that helps men experiencing homelessness gain life skills and employment, and the Women, Infants, and Children.

Project Name: CC-215 Trail Bridges at Summerlin Parkway
Project Sponsor: City of Las Vegas

Project Explanation: This project will enable the City of Las Vegas to construct trail bridges to the existing CC-215 Beltway Trail over Sunset Run Drive and Sky Vista Drive (western extension of the Summerlin Parkway). Currently, CC-215 trail users are required to cross at-grade--an intersection where the trail does not pass over or under a road--through the busy CC-215/Summerlin Parkway interchange. This project will create a new system interchange which will realign the existing trail further to the west and require a new trail connection along with pedestrian bridges. Improvements will include two steel fabricated bridges along with ramps, trail lighting, and a 12-foot-wide concrete trail path connection to the existing CC-215 Beltway trail. These new bridges and trail connections will increase multimodal mobility, improve safety, and enhance the quality of life for all residents.

Project Name: Clark County Department of Aviation - Phase 2 to Reconstruct the Airfield Rescue and Fire Fighting Station at LAS Airport

Project Explanation: This project will enable the Clark County Department of Aviation to bring the Airfield Rescue and Fire Fighting (ARFF) facilities at Harry Reid International Airport up to current Federal Aviation Administration (FAA) safety, operational, and environmental standards. The existing ARFF station has been in operation for more than 40 years and does not meet current standards. This project will completely replace or reconfigure the existing 10-acre site. The result will be nearly 11,000 square-feet of living and operational spaces and just over 16,000 square-feet of apparatus bays, expanded from the existing 10,000 square-feet, to make room for new trucks and all required equipment. The modernized ARFF facility will ensure the continuation of safe and efficient airport operations at Harry Reid International for years to come.

Project Name: City of Las Vegas - Vision Zero Program Implementation

Project Explanation: This project will enable the City of Las Vegas to enhance transportation safety along a number of corridors that have been identified as a High Injury Network, where traffic fatalities and serious injuries are heavily concentrated, as part of the city's Vision Zero Action Plan. This funding will be used to construct federally adopted countermeasures for improving transportation safety. Proposed improvements along eight identified corridors will include enhanced pedestrian and bike facilities, median island modifications, ADA/PROWAG compliant ramps, traffic signal upgrades, upgraded streetlighting, signage, striping, and pavement rehabilitation.

Project Name: Las Vegas Metropolitan Police Department-Air Support Equipment Enhancement

Project Explanation: This project will enable the Las Vegas Metropolitan Police Department (LVMPD) to purchase equipment vital to the department's Air Support Section. This unit provides flight operations for search and rescue capabilities, routine daily air patrols, and dozens of large-scale events with world-wide impact for the 2.4 million residents and over 50 million visitors to Clark County and Las Vegas. In particular, this project will allow LVMPD to purchase: (1) a hoist to affix to the unit's backup search and rescue helicopter, giving the unit a second helicopter with the ability to perform rescue operations; (2) a high definition, forward looking infrared radar (FLIR) camera to replace the existing system that is beyond its useful life, enhancing the unit's ability to monitor crimes in process as well as the many large-scale events held in Las Vegas and Clark County; and (3) the overhaul of a backup engine to enable ready-replacement of a failed engine or one undergoing maintenance. These three pieces of equipment are crucial to maintaining the capabilities of the unit that provides critical services to residents of and visitors to Las Vegas and Clark County.

Project Name: Laughlin Lift Station No. 2 Replacement

Project Explanation: This project would replace Laughlin Lift Station No. 2, which serves Laughlin's southwest region. This lift station has one (1) existing force main without any redundancy. The force main was constructed in 1985 and is now nearing the end of its productive life cycle, which has been a cause for concern for the District, requiring rapid (emergency) response. This project would construct 11,250 feet of two (2) new 16-inch diameter force mains to restore operational reliability, construct a maintenance access road along the alignment, and rehabilitate the existing gravity sewer line that connects the two (2) new force mains to the Laughlin Water Resource Center. The project would also remove approximately 7,235 linear feet of asbestos-containing cement pipe.

Project Name: Nevada Department of Transportation - SR 159 Preservation

Project Explanation: This project will enable the Nevada Department of Transportation to make improvements to the roadway along a roughly 15-mile section of SR 159 heavily utilized by visitors of the Red Rock National Conservation Area, including vulnerable road users such as joggers and cyclists. The project will include numerous safety improvements to the stretch of road, including counter measures to reduce speed and manage access. Safety improvements will include replacement of pedestrian fencing, replacement of non-compliant pedestrian push button posts, and modifications to light pole placement and sidewalks to ensure they meet Americans with Disabilities Act (ADA) standards, among other things.

Project Name: Nevada I-15 Grade Separated Emergency Crossover Bridge – Milepost 5

Project Explanation: This project will enable the Nevada Department of Transportation (NDOT) to build one of six emergency bridges to give first responders the ability to cross over the new Brightline West (BLW) High-Speed Intercity Passenger Rail System.
The BLW High-Speed Intercity Passenger Rail System will implement rail service between Las Vegas and Southern, CA. This 218-mile service will operate 96% of its future alignment within the median of the I-15 highway corridor, changing the conditions for first responders needing to traverse the corridor. Currently, first responders cross the I-15 corridor either via existing interchanges or through openings in the median at regular intervals approximately every 2 miles along I-15. Once the system is built, these median openings will no longer be available. In response, NDOT will build six emergency crossover bridges for first responders to use, allowing for increased overall response times for first responders. This request is for funding of one of these six structures (MP 5).

Project Name: Rainbow Library Renovations Project

Project Explanation: This project will enable the Las Vegas-Clark County Library District to renovate the Rainbow Library, the public library serving northwestern Las Vegas. Currently, the Rainbow Library service area has a population of 150,069, and it is expected to grow at a rate of 0.9% per year through 2040, reaching 185,733 residents. However, due to its current configuration, the library faces severe limitations in meeting the growing community's needs. For example, early learning programs at the library are well attended and reach capacity due to the design of the current children's area. The renovation aims to maximize the library's ability to continue to serve the growing community as a key space for learning, playing, socializing, and exploring.

Project Name: Regional Transportation Commission Bus Shelters

Project Explanation: This project will enable the Regional Transportation Commission of Southern Nevada to install 50 bus shelters within the existing public transit service area. These shelters will offer increased shade and cooling to combat the extreme heat facing southern Nevada's bus passengers. Las Vegas's roadways exhibit an urban heat island effect that leaves bus passengers vulnerable to extreme heat while they wait at bus stops. The project will improve safety and comfort for transit users along several high-ridership transit routes by installing and/or upgrading shelters specially designed to provide all-day shade.
Today, many of the stop locations include just a sign on the adjacent block wall or a small metal bench to sit upon. Seating is often limited, and shade does not exist. The provision of all-day shade at transit stops, along with street trees and water bottle refill stations in select locations, may make alternative modes of transportation safer for all riders.

Project Name: South Site EOC Regional Training Center Design Project

Project Explanation: This project will enable Clark County, Nevada, to complete the design phase of a new, comprehensive regional training center that will house Clark County's South Site Emergency Operations Center as well as a fire and emergency medical training facility. This new site will replace a facility built over 40 years ago. By providing state-of-the-art training facilities and resources, this new center will ensure that emergency responders are well-prepared to handle a wide range of incidents, from medical emergencies to large-scale disasters, to effectively serve the growing population and over 44 million visitors of Clark County. Funding will go towards the portion of the design directly tied to the EOC footprint.

Project Name: Technology for South Site Emergency Operations Center

Project Explanation: This project will enable the Clark County Fire Department to make critical upgrades to the emergency notification, communication, and information management systems at the South Site Emergency Operations Center (EOC). The EOC serves as the central command hub during emergencies, facilitating coordination and communication among various agencies and responders. With these upgraded systems, the EOC can better assess risks, allocate resources efficiently, and disseminate critical information to the public. These upgrades will ensure that emergency response efforts are effectively managed, leading to quicker and more coordinated responses to incidents such as natural disasters, public health emergencies, large-scale special events and accidents.

Project Name: University of Nevada Las Vegas--Challenger Learning Center

Project Explanation: This project would enable the University of Nevada Las Vegas (UNLV) to launch a Challenger Learning Center. This Center would provide NASA-vetted simulated space missions and hands-on programming and experiments to Clark County School District elementary and middle school students, offering students an immersive STEM experience. By providing hands-on, real-world experiences, this project would contribute to economic growth, improve economic mobility for Nevada students, and foster a diverse and skilled workforce.

Project Name: University of Nevada Las Vegas--Next Generation Electron Probe Micro-Analyzer

Project Explanation: This project will enable the University of Nevada Las Vegas (UNLV) to purchase a new Electron Probe Micro-Analyzer (EMPA), which is used to measure small quantities of elements and materials for research and educational purposes in the planetary science, geoscience, economics geology, material science, and radiochemistry fields.
UNLV's current EPMA has reached the end of its life span, forcing students and faculty to conduct their work elsewhere. With a new, state-of-the art EPMA, researchers will be able to analyze the Mars 2020 returned samples anticipated in 2033, positioning UNLV and Nevada at the forefront of planetary science. This EPMA would be the one of the first located in the southwestern U.S., expanding research opportunities for UNLV students and faculty and making UNLV an attractive hub for researchers in the region. Additionally, UNLV would be able to incorporate the use of the EPMA in the Geoscience Department's ongoing outreach activities, impacting 20 high school earth science teachers and at least 15 high school researchers per year.

Project Name: Virtual Reality Law Enforcement Training

Project Explanation: This project will enable the Nevada State Police (NSP) to purchase the equipment and software necessary to operate four virtual reality (VR) training systems. These VR training systems, complete with accompanying peripherals like a replica duty weapon and taser that operate in the VR space, will allow NSP to provide de-escalation/critical incident training through academy and in-service trainings, thus increasing the number of scenarios that cadets and officers can experience to better prepare for the field. These systems are portable, allowing for NSP to bring the system to the divisions within NSP so officers can be trained at their base location. This will ensure that all officers are equipped to deal with situations in a way that offers the least level of use of force as possible while ensuring officer safety.

Project Name: Advanced Public Transit Driver Assistance Program
Project Sponsor: Regional Transportation Commission of Southern Nevada

Requested Amount: $4,080,000
Project Explanation: This project will support the installation of video mirrors on 425 fixed-route transit vehicles in place of traditional mirrors, in a critical step forward for traffic safety in Southern Nevada. The use of video mirrors will increase roadway safety by eliminating lateral blind spots and reducing glare and distortion for transit operators. The installation of new guidance markers will help operators make safe lane changes and avoid close-quarters driving, reducing the potential for vehicle or pedestrian accidents. This project benefits all road users in Southern Nevada and supports the Nevada Department of Transportation's (NDOT) Zero Fatalities initiative, as well as the City of Las Vegas' Vision Zero Action Plan to develop strategies to eliminate all traffic fatalities and severe injuries by the year 2050.

Project Name: Airfield Rescue and Fire Fighting (ARFF) Station Reconstruction

Project Explanation: This project will bring the Airfield Rescue and Fire Fighting (ARFF) facilities at Harry Reid International Airport (LAS) up to the Federal Aviation Administration's current safety, operational, and environment standards—a key improvement for Nevada's busiest commercial airport, which hosted an all-time high of 52.6 million passengers in 2022. The reconstruction of the ARFF station will ensure that LAS is fully equipped to provide for the safety of its many millions of passengers each year. Keeping up with safety standards at LAS will help secure the safety and trust of those who visit Las Vegas and support its economy.

Project Name: Analytical Equipment for Standardized Tectonic Measurement

Project Explanation: This project will enable the University of Nevada, Las Vegas (UNLV) to acquire analytical equipment for standardized tectonic measurement and to better support Geoscience research efforts. UNLV Geoscience is currently strong in tectonics and geo- and thermochronology research, but faculty and students have to travel out-of-state to access facilities with the necessary analytical machines their work requires. With the purchase and installation of the new analytical equipment for standardized tectonic measurement, UNLV's Geoscience lab facilities will become fully equipped with the equipment necessary for the work of the Tectonics, Sedimentary Geology, and Economic Geology research groups. This project will allow UNLV and outside researchers to improve their research operations and advance scientific innovation critical for the field.

Project Name: Blue Diamond Water System Improvements

Project Explanation: A comprehensive assessment of the Blue Diamond Water System in 2019 indicated a critical need for various repairs and upgrades that would enhance the reliability of the water system and water resources, increase water system efficiency, and bring the water system into regulatory compliance by increasing storage and fire protection. Section 595 Western Rural Water program funding has proven vital to enabling these improvements as the Blue Diamond community cannot bear the corresponding costs alone. This project would specifically fund the drilling and development of a new production well together with the repair or replacement of approximately 4,710 linear feet of water distribution pipeline.

Project Name: Emergency Command Vehicle Replacement

Project Explanation: This project will enable the Las Vegas Metropolitan Police Department (LVMPD) to purchase a new Emergency Command Vehicle to replace their outdated, deteriorating one that went into service in 2007. This non-armored vehicle will be used by the Special Weapons and Tactics (SWAT) to respond to subject barricades, hostage rescues, civil unrest, and large-scale emergencies. The vehicle will serve as a crucial central command and control platform to coordinate LVMPD responses to all such incidents. The vehicle will equip on-scene commanders and negotiators to better protect the community with broadened situational awareness, including asset and officer location and communication, drone and robot camera feed visualization, and Air Support feed communication and visualization.

Project Name: Hands of Hope Community Food Pantry Renovations

Project Explanation: This project will allow for the renovation and expansion of Catholic Charities of Southern Nevada (CCSN) Hands of Hope Community Food Pantry in order to continue supporting individuals and families who are experiencing food insecurity in Southern Nevada. The proposed renovations include new architectural design, construction, and site improvements. They will allow CCSN to improve services and better administer the food pantry, while expanding its capacity to serve food-insecure Southern Nevadans. CCSN currently serves an average of 3,500 food-insecure individuals and families with its food pantry each month, and with the demand for food services increasing dramatically, this project will greatly improve economic security across the community.

Project Name: Henderson Airport Remodel

Project Explanation: This project will remodel and expand the existing terminal building at Henderson Executive Airport (HND), while improving its capacity and energy efficiency. Since the terminal was designed and built in 2004, there has been a dramatic increase in aviation traffic to the Las Vegas valley, with the opening of world class venues, arenas, and stadiums that host major sporting events, concerts, and shows. The project will also allow the airport to meet new energy conservation standards by incorporating more efficient practices and technologies. This terminal remodel at HND will greatly improve the airport's functionality and ability to meet rising travel demands.

Project Name: High Injury Network Streetlight Safety Upgrades

Project Explanation: This project will allow procurement and installation of over 3,500 upgraded streetlights to improve safety for all modes of transportation along several of Las Vegas's High Injury Network corridors where traffic fatalities and serious injuries are heavily concentrated. Improved street lighting is a top priority for the city, given that 61% of serious pedestrian injuries and fatalities in Las Vegas occur in dim lighting. Upgrading to LED streetlights will improve pedestrians' visibility to drivers and bolster the general safety of people in transit. The project would also include tamper-proof, lockable handhole covers for each streetlight to combat the costly rise in copper wire theft. The project will help ensure that roads are safe for all users, while maximizing energy savings, minimizing system maintenance, and improving community safety.

Project Name: High-Performance Computing for Research

Project Explanation: This project will allow the University of Nevada, Las Vegas (UNLV) to execute a major hardware and software upgrade at its National Supercomputing Institute, in support of research across computing, cybersecurity, privacy, and more. The upgrades will provide the computing power and performance needed to run advanced cybersecurity applications, to address complex cyber issues, and to process large data sets in real time. They will enable UNLV researchers to study cutting-edge issues in cybersecurity and to develop solutions to emergent challenges, including in privacy, data analytics, and threats to interconnected networks. As cyberattacks continue to mount and cybersecurity vulnerabilities multiply, this project will allow UNLV to play its part in driving forward scientific research and keeping up with the evolving cyber environment.

Project Name: Las Vegas Wash Program

Project Explanation: This project would support construction of Weir 5, an erosion control structure in the Lower Las Vegas Wash within the boundaries of Lake Mead National Recreation Area. The Las Vegas Wash is the primary drainage channel of the Las Vegas Valley, carrying urban runoff and treated wastewater into Lake Mead and the Colorado River. The Wash is critical as it serves as a return flow conveyance, increasing the amount of water Nevada can withdraw from Lake Mead. It is also an important environmental resource, providing wetland habitat. This project — and the construction of the additional erosion control structure that it would support — would help protect existing infrastructure, restore surrounding wetlands, and improve drinking water quality for Southern Nevada.

Project Name: Nonprofit VITA Sites Rehabilitation

Project Explanation: This project will fund much-needed renovation and infrastructure improvements for nonprofits located in the Las Vegas area that provide Volunteer Income Tax Assistance (VITA) clinics for low to moderate income communities. The project will allow facility safety and accessibility improvements for local nonprofits committed to increasing equitable access to social services for all covered populations. The funding will enable parking lot and building safety improvements, increase energy efficiency for old buildings, and build more accessible entry options for the elderly and people with disabilities. These renovations would help local VITA sites engage the 24.4% of Clark County residents who currently miss receiving an average of $2,414 in tax credits or refunds, while creating a more accessible, safer space to provide these critical services and other economic development programming.

Project Name: Rural Fire Station Emergency Generators

Project Explanation: This project would fund the installation and replacement of emergency generators at two fire stations located in Bunkerville, Nevada, and Searchlight, Nevada. These stations are critical to enhancing community security by providing resiliency to the volunteer firefighters that serve these areas. With these generator replacements, these stations would become fully equipped to provide life-saving services during a power outage and to support emergency response. The installation of new emergency generators would provide resiliency against power interruption, enable continuity of service by local volunteer firefighters, and provide enough power capacity for a safe refuge area for the community in the event of natural disaster.

Project Name: Septic Conversion Program

Project Explanation: This project would facilitate the expansion of the Southern Nevada Water Authority's Septic Conversion Program, helping more southern Nevada homeowners transition from a septic system to a municipal sewer system. More than 14,000 homes in Southern Nevada currently discharge their wastewater to a septic system. Homes on septic systems consume six times the amount of water consumed by those connected to sewer systems in the Las Vegas Valley. This program helps Southern Nevada homeowners transition from a septic system to a sewer system by covering at least 50 percent of the total costs, which can range from $20,000 to $200,000. The program is popular and productive, but it remains underfunded and requires further federal investment.

Project Name: St. Vincent Apartments Renovation
